About AIL
The Agra Innovation Lab (AIL) — formally the Agra Innovation Lab for Prevention of Plastic Leakage into the Environment — is MEF's municipal-level accelerator and pilot testing platform, co-established in 2021 with the United Nations Environment Programme, The Incubation Network, and the Agra District Administration. The programme acts as a direct implementation tool for Agra's city-wide Clean Air Action Plan. The city generates immense volumes of municipal plastic waste that poses specific, localized threats: open burning that degrades the air shed around the Taj Mahal, and uncontrolled leakage into regional soil and water networks. AIL crowdsources, accelerates, and fund-matches early-stage Indian climate-tech startups capable of deploying immediate, verifiable solutions inside Agra's live municipal grid — not in a lab, but on the ground.
The programme focuses on resolving four structural gaps in the city's waste value chain: AI and machine learning-powered waste identification to map and classify accumulation points; mechanized collection and transport to stop waste from spilling or leaking en route; advanced sorting to isolate high-value recyclables; and unique recycling processes for hard-to-recycle materials. Partners bring critical depth to each layer — Social Alpha (backed by Tata Trusts) integrates tech-driven frameworks to improve livelihoods for Agra's informal waste-picking sector, while AGNIi (Invest India) acts as tech scouting and strategic outreach partner to source hardware founders. ClearBot — a startup deploying zero-emission robotic boats powered by computer vision to classify and clear marine plastic from inland water bodies — is a representative example of the startups AIL tests and deploys: precise, autonomous, and four times more efficient than standard municipal operations.
The infrastructure and evidence built through the lab had direct downstream consequences for the city. Agra converted its old dumping grounds into a comprehensive Integrated Waste Management City, launching an industrial-scale Materials Recovery Facility and a plastic waste processing plant. Today, plastic collected across Agra is mechanically recycled into heavy-duty agricultural water pipes sold affordably to local farmers — a closed loop from municipal waste to agricultural input that AIL helped make legible and viable.
